c) LAF – Councillor Kennedy reported that the following matters were discussed at the meeting held on 15th November 11: winter gritting schedule, safeguarding of vulnerable adults, the new Children’s Centre in Ivinghoe, the new recycling regime for Aylesbury Vale, the future of libraries in Bucks and policing matters.

8. AVDC Report – Cllr Cashman reported on the following matters:
• AVDC is in the process of developing a new policy on wind energy for the Vale
• A meeting with Buzzard Cycles expressed the wish to extend the multi use path from Grove to Marsworth, Funding has been available from the Greensand Trust. The suggestion of a footpath/cycle path to Pitstone was welcomed
• No further information is available about the former Fencrete site although discussions are on going between the solicitors.
• There is a public consultation available on the Vale of Aylesbury Plan via the AVDC website at www.aylesburyvaledc.gov.uk

a) Parking at Red Lion Bridge – a site visit has been arranged with Inspector Emma Garside to view the problem. BW may allocate some parking spaces at Startops End Car Park for moorers although a fee will have to be paid.

13. Village Hall: Councillor Kempster reported that a successful bazaar had been held although spending was slower than usual. The plans for the upstairs room are being discussed with an architect and the installation of solar panels is currently on hold.

c) Community and Neighbourhood Plan – survey response will be forwarded to AVDC for inclusion in the Vale of Aylesbury Plan. The Parish Council will continue to pressure Bucks CC for improvements at the junction of the B489 with the road from Cheddington but the additional bus shelter on the Icknield Way will not be progressed. The possibility of creating a footpath/cycle way to Pitstone will be considered and possible sources of funding will be investigated.

8. AVDC Report – Cllr Cashman reported the following:
• The changes to AVDC and BCC Horticultural and Street Cleansing Services were explained. There should be no changes to the service in Marsworth
• BCC have retrieved 95% of the £3million lost in the Icelandic banking crisis
• British Waterways are anxious to push ahead with the development on the former Fencrete site but conditions need to be agreed with the AVDC legal team
• The extension of the Conservation Area along the Grand Union Canal is not a priority for the AVDC team at the moment
• A Neighbourhood Plan could help to keep open a pub especially if it were the last in the village
• A multi-use path along the Canal is being encouraged by Buzzard Bikes

12. Environment & Amenity Matters:
i) Recreation Ground: Equipment inspection for Oct 11 – GM reported that everything was fine

ii) Eon Smart Meter will be fitted in the Recreation Ground kiosk
iii) Parking at Ship Bridge – there are visibility and congestion problems from Church Road, down Vicarage Road to the bridge and beyond. As the White Lion Car Park is now closed, an additional 15 cars are being parked on the village streets. The problems are worsened by the barriers on the bridge due to the recent maintenance work. A letter expressing the Council’s concerns will be forwarded to the Chief Constable, Inspector Emma Garside and British Waterways. A site visit will be arranged.
iv) Dog fouling on the Recreation Ground is becoming a significant issue to all users. Residents are asked to clear up after their pets and use the dog bins which are provided for such use. The Dog Warden at AVDC will be asked to monitor the situation.

13.Village Hall: Councillor Kempster reported the following:
• The drains have been cleared and repaired
• Bonfire Night was very successful and a good turn out led to a profitable return.

g) Village Skip – due to the increasing cost, this service will no longer be offered by AVDC. The Parish Council decided not to take on this service (costing £170-200 per half day visit) as alternative disposal methods are available. AVDC does offer a bulky waste collection service. a) Vacancy on Council – as no letters of application have been received so Councillors will contact suitable residents to gauge their interest in becoming a Councillor.
b) Community and Neighbourhood Plan – the survey response is being collated. The response was encouraging (63 replies from a distribution of 250). Some strong indicators are being identified which will be reported in the Newsletter and discussed by Councillors in due course.

8. AVDC Report – Cllr Cashman discussed the current situation at Marsworth Wharf in the light of the decision on the demolition of the buildings. The Council requested that a Method Statement for the demolition be made available in order that the work can be monitored as appropriate. Following the presentation of a letter from a resident expressing concern, it was decided to request an update from John Byrne (Chief Planning Officer at AVDC). Councillor Cashman agreed to make additional enquiries and report back to Councillors. The Council expressed the continuing concerns about the proposed development (traffic in Church Lane, the size of the pedestrian refuges, the possible closure of Watery Lane) and wish to ensure that these are recognised in the conditions attached to any agreement.
There was nothing further to report at Marsworth Airfield.
The Cycletta event raised between £100,000-200,000 and over 800 cyclists took part.
An affordable housing scheme has been approved at Slapton on a rural exception site. There will be less money available for these schemes in the future.
Contact has been made with Andy Kirkham (AVDC Forward Plans) regarding the loss of the White Lion Public House and the vulnerability of the site. Further advice is being sought about viability and planning issues relating to the site.

10. Police Matters – it was reported that an SID (Speed Indication Device) will be used in Vicarage Road during the next two weeks following complaints from residents. Councillors asked that the Lower Icknield Way is included as the new speed bumps appear to be ineffectual. The parking the Red Lion Bridge and at the chiquane from Pitstone is being monitored. Tickets have been issued and the problem has reduced. The PCSO was informed that the situation is worse after 7pm and pre 8am and was asked to monitor again. There are frequent near misses at the chiquane although the Council was informed that the cars are not parked illegally or causing an obstruction.
From January to September 2011, there were 17 reported crimes in the village (down from 27 in the same period last year). Councillors raised the issue of cars racing around Startops Car Park in the early hours and the PCSO agreed to monitor the situation.
The PCSO then left the meeting.

12. Environment & Amenity Matters:
i) Recreation Ground: Equipment inspection for Sept 11 – RB reported no problems

ii) Painting and maintenance has been carried out although the work was hampered by people using the equipment during the work. The Council was disappointed that damage had occurred during the work as residents money will be wasted if the work is increased due to vandalism.
iii) Bonfire Night will take place on 5th November 2011. Gates open at 6pm, the bonfire will be lit at 6.30pm and fireworks at 7pm.

13.Village Hall: (Councillor Kempster to report)
There are problems with the 3 drain covers in the Car Park which are a danger to pedestrians and traffic. An estimated cost (£700) was quoted and the Council agreed that this work should be carried out immediately.
The possibility of installing solar panels to the roof of the Hall is being considered and the Council gave its support to this initiative and asked to be kept informed of progress.

8. AVDC Report – Cllr Cashman reported the following:
• AVDC are likely to make £2.6million in savings and cut backs for 2012/13
• Buckinghamshire constituency is unlikely to be significantly changed under the current proposals
• Marsworth Airfield – 7 enforcement orders were placed on 3rd August with activities to cease within 3 months. An appeal is likely. The Council was asked their opinion on the time allowed. It was agreed that the outcome should be achieved as quickly as possible but without lengthening the process by allowing an appeal.

The meeting was informed that Councillor McDonough would be resigning from the Council at the end of the meeting as he is leaving the area. The Council thanked him for his valuable contribution to parish matters and his engineering/mechanical skills will be sorely missed.

A representative from FOIL (Friends of Ivinghoe Library) then addressed the meeting to outline the proposed formation of a community library. The group was set up following BCC decision to reduce funding to their 14 smaller libraries and to only fund 3 in Bucks major towns. BCC have offered to support the conversion of smaller libraries to a Community Model where they would continue to provide books but the funding of staff would need to be sourced locally or run by volunteer staff. There are approx. 500 users of Ivinghoe library of which more than 75% come from the surrounding villages including Marsworth.
A draft business plan has been submitted which requests that BCC continue to part fund staffing costs by 50% provided FOIL can meet the shortfall of £7500. In order to achieve this, the Friends are asking the largest user base Parish Council’s to contribute towards the newly named Beacon Villages Community Library.
Marsworth Parish Council will consider the request for a contribution of £350.00 from 5th April 2012 for bridge funding at the next PC meeting on 12th September 2011.

Anyone who uses the local area regularly should report suspicious activity to the Luton Airport Anti Terrorism Hotline on 01234 842706.

Pitstone Quarry2 Application to landfill turned down

The long history of the quarry under Pitstone Hill completed another chapter in March when Bucks County Council refused planning permission for the quarry to be used for the disposal of inert waste. A site such as this in the Chilterns Area of Outstanding Natural Beauty can only be used when there is inadequate provision in the County plan for waste disposal for the next 15 years. The County were able to show that there is enough landfill capacity elsewhere within the County, to prove there was no need to use Pitstone.

Areas of Outstanding Natural Beauty were designated alongside National Parks, and have the same status, the difference being that AONBs are closer to centres of population.

Cheddington Station Booking Office closure proposed. (result unknown at time of writing)

Many people including myself have written to deplore these proposals. Not only had the booking office been recently refurbished with toilets – more than can be said for Tring station – but the office provides a warm and sheltered place to wait, pick up a newspaper and a coffee, also better than Tring. Most importantly, not everyone is happy to use ticket machines. They are difficult to see in certain lights, slow, confusing, occasionally out of order, and above all don’t sell season tickets. And buying a ticket on the train you run the risk of getting fined.

Home to School Transport – Bucks County Council want changes to save £1.8M

At the time of writing changes to eligibility for free transport to school are being proposed by Bucks County Council in an effort to save £1.8M. By the time you read this, changes may already be decided, or the whole thing called in. Pupils travelling to Cottesloe School are unaffected, and I have had it in writing that free transport to Tring School from Ivinghoe and Pitstone will also not be affected, nor from Marsworth where the walking route is just short of three miles and considered unsafe. This is because Tring is the nearest secondary school. There is a ‘line’ in Cheddington however where Tring School and the Cottesloe school are equidistant, and I have requested clarification. I have also written to protest at the ridiculous proposal to provide free transport ONLY to the nearest school in a catchment area. This means that from this side of Aylesbury, grammar school pupils opting for the Henry Floyd would not get free transport, although had they opted for the High or Aylesbury Grammar they would. From the Haddenham side of Aylesbury, the position would be exactly in reverse. Additionally any changes would be applied to existing pupils even though last year it was made quite clear when choosing schools that transport to all three schools of more than 3 miles was free. This has caused a big stir especially in the south of the County, where parents have enlisted the help of their MP, Dominic Grieve, the Attorney General, and may be calling for judicial review.

The Scrutiny Committee of which I am a member, has heard from parents affected, and criticised the way the consultation was inadequately publicised, difficult to access, and will be questioning the cabinet member concerned at a special meeting on 12th April.


Local Initiatives

I expect there will be an account elsewhere in the magazine of the actions being taken to support Ivinghoe Library. The County Council, as part of its economy drive has proposed that 14 rural libraries become community owned and managed. After several exploratory meetings following on from a presentation from the Library service in December, the Friends of Ivinghoe Library have re-formed, and the Ivinghoe Town Hall trustees have agreed to carry work forward. The new post office and shop in the building is really welcome.

The first meeting of the local Freight Quality Partnership pilot took place in February and again in April, and has set up a working group. The Partnership has members from most Parish Councils in the Great Brickhill, Wing and Ivinghoe Area, AVDC and Bucks County Council, the Police, the freight industry associations, and the Council for the protection of Rural England. The working group is currently collecting information, setting up a website, and making contact with adjacent counties, with a long term view of providing the tools to better manage freight journeys for the benefit of local residents and the freight operators.

County Council Budget Cuts

I usually steer clear of trying to explain complex financial issues, but the whole country is talking about ‘Cuts’ and here is no exception.

After the 2010 election and before the announcement of the spending review, Bucks County Council took the opportunity to see if it could remove £90M from its budget over 3 years.

When the cuts came the Government did slash public spending in some areas, while spending more in others. Local Government appeared to have taken a very big hit, particularly this year, with what is described as 'front loaded' cuts, meaning more has had to come out of the budget this year than in the next two.

Bucks County Council had a far better settlement than expected. It is partly cushioned by the fact that 80% of its budget is already funded by Council Tax, so was not affected, and only 20% is funded by the Revenue Support Grant. The revenue support grant was cut by less than 1% overall, and by not increasing council tax the County was paid around £5m extra by the government. The County also received about £36m capital grant which was totally unexpected, very welcome, and much needed.

The reason the County has had still to make about £20M cuts this year is that inflation has to be taken into account, so rising costs have not been met, and specific funding grants for specific services and projects have been taken away, or merged in to the overall grant.

There will be an effect on front line services, disproportionately in social care, learning disability and mental health. But the most obvious one locally is the change to the rural library service, where 14 local libraries, including Ivinghoe, where 50% of the funding is being withdrawn. They are proposed to become Community Libraries, so that the service can be delivered in a different way.

As you may know, I and others think that the proposed spending of £30M capital and £9M pa revenue on a waste to energy plant at Calvert is unnecessary, and I described it as ‘Buckinghamshire’s Trident’ to the delight of the Bucks Herald headline writers. By which I meant that the money was needed more elsewhere.

PCSO Jackie Dodson attended the meeting to hear Councillors concerns. The parking problem at the Red Lion Bridge has still not been assessed and has been passed to the Inspector to follow up. Parking problems are also being experienced at the chiquane at the entrance to the village from Pitstone. Parked vehicles are obstructing the flow of traffic. PCSO Dodson agreed to consider these matters and then left the meeting.

a) Allotments – concerns about parking on land near Stepnells were halted by the information that the Diocese of Oxford was unwilling to consider the provision of allotments on their land. No other land is available at present. However, the meeting was informed that there are vacancies at the allotments in Potash Lane, Long Marston which are administered by Tring Charities.
b) Footpath to Pitstone – the costs involved in this construction was questioned and the meeting was informed that a definite need would have to be identified before the project could commence.
c) HS2 – the Council stated that they could not object to the Wendover route as this would mean that the Marsworth route would then be reconsidered. The AVDC position is to say No to HS2 but BCC believe that if the plan has to go ahead, the Marsworth/Cheddington route should also be considered.
d) Arla Dairy – the impact of lorries accessing the site is causing concern to residents if the A41 route was blocked. As the Parish Council has not officially been approached about this matter, Councillors were unable to comment. However, the concerns of residents would be taken into account during the decision making process.

· There will be no increase in AVDC Council Tax or Police and Fire Service budgets for 2011/12.

A Councillor raised concerns that AVDC are not listening to the views of the community particularly with regard to the former Fencrete site. The Development Control Committee appeared to take no notice of the arguments put forward by the Council on behalf of residents. Councillor Cashman replied that the Development Control Committee can only follow planning rules and have to act within the legal framework. The legality of decisions can be contested. It was stressed that the Parish Council had successfully retained the Old Workshop and changed the original application. They had also influenced 2 further decisions and a site visit had been instigated. The Parish Council is of the opinion that there is inconsistency from AVDC particularly with regard to the Conservation Area.

The Parish Council then raised the issue of inadequate parking (particularly for the disabled) at the Waterside Theatre, Aylesbury). This was noted by Councillor Cashman as the matter had been raised by other parties,

Marsworth Wharf - The amended plans for the former Fencrete site were discussed and members of the public made their views known to the Council. The current scheme allows for a drop in the height of Block B and 2 pedestrian refuges in Watery Lane. The Council will object that the development is unsuitable in this location and that mitigating conditions will have to be applied should the development go ahead. Possible mitigating measures include:-
· Blocking Watery Lane to all traffic from the site effectively creating one-way system
· A speed limit of 20mph in Church Lane
· Prominent traffic signs to deter restricted traffic
· Footpath to be kept open during construction work and for all users in the future
The Council agreed to raise these objections with AVDC and residents were encouraged to submit their own comments. Other possibilities discussed included improved street lighting in Church Lane, relocation of Recreation Ground and the restrictions caused by placing bollards at the entrance to the development.

Royal Wedding Party – it has been suggested that a Village Event is held to celebrate the Royal Wedding. Several possibilities were discussed (use of the Rec, Millennium Hall or street party). The Council supported the idea and asked to be kept informed.

8. AVDC Report – Cllr. C. Cashman reported that:-
• The government spending review appears to be no worse than expected and should have little impact on current services in the first year.
• Marsworth Junction planning application is to be brought back to Development Control early in the New Year following further discussions between AVDC and the developer. Comments can be forwarded to AVDC for consideration

A Councillor raised concerns about the Development Control system in that representations and objections by the Parish Council and local residents seem to have been disregarded. Only the developers and BCC Transport Dept. are in support of the application. This development would be in a Conservation Area yet applications by residents with a view of the Conservation Area have been refused. It would appear that the views of the Parish Council are not listened.
Cllr Cashman replied that concerns by boaters to the original application had been taken into account and there had been no objections to the current plan. This is a brownfield site and as such, has different criteria from a new build. The Development Control Committee has to balance different opinions and comments within the legality of the situation. Engagement was the key to the first plan being withdrawn and the development was considered important enough to be considered by Development Control not just decided by AVDC and British Waterways.

8. AVDC Report – Cllr. C. Cashman reported the following matters:-
· It is expected that the Development Control Committee (AVDC) for the Fencrete Site will be held on 4th November at The Oculus, Gatehouse Road, Aylesbury.
· HS2 has no support from AVDC but Bucks CC prefer the West Coast option
· Local Area Forum – Transport for Buckinghamshire are under massive pressure due to financial constraint as they are expected to retain the same service with less funding. However, the winter maintenance and salting regime are unaffected.
· Speed Review – this will be implemented in due course but the extension to the 30mph in Marsworth will not be included.
· Greensand Trust – multi-use footpaths have been completed in the Leighton Buzzard area and there is a wish to extend to Marsworth along the Canal.

· The Neighbourhood Action Group has been disbanded but a Police presence at Parish Council meetings will occur every 3 months when local issues can be discussed and solutions found.
· Parking problems at the Red Lion bridge have been worse of late and a request to re-assess the situation will be forwarded to Inspector Emma Garside.

5. Public Participation
a) Allotments – a possible site has been identified and discussions are ongoing.
b) Village Green – before the canal was built, the roadway ran in front of the cottages. When the Canal Bridge was built, the road was re-aligned to its present position. The resulting triangle of land was unowned until 1965 when the Parish Council, under the Commons Registration Act, registered it as a Village Green. Ownership then passed to the Parish Council (in 1973) to give future protection. In the past year, residents of the cottages sought confirmation of their right to vehicular access across the Green. The track used has been in existence for many years but is not identified on the map of the Village Green. A Deed of Grant has now been drawn up to allow residents access to their properties and confirm the existing situation. The car parking in front of the Red Lion is technically in breach but as this was in use before registration, the Council does not believe it is in the public interest to enforce the rules. The Deed of Grant for 98 Vicarage Road was then signed by Councillors Kennedy and Brake and witnessed by Councillor Cashman. A similar procedure will be required for 96 and 94 Vicarage Road to confirm access to the rear of the property.
c) Marsworth Yard – it is assumed that the planning application will go before Development Control on 23rd September. A representative from the Parish Council will address the Committee.

6. Matters Arising
a) Transport for Buckinghamshire – the following outstanding matters were discussed:-
· Railings at Startops – these have finally been replaced but are of poor quality, have not been painted and are already bent. The design does not satisfy the requirements of the Conservation Area document and are not in keeping with the area. The Councils concerns will be forwarded to TfB, AVDC Conservation Officer and English Heritage.
b) AVDC Licensing Act 2003 – Councillors will make their individual comments via the AVDC website but are opposed to 24 hour opening.

8. AVDC Report – Cllr. C. Cashman explained that AVDC have applied to the government to withdraw the Core Strategy which set out plans to provide 28,000 additional homes in the Vale. AVDC expects to require approximately 12,000 homes by 2026 but the development will be based on need and not impose by the Regional Assembly. The policy will not affect Marsworth but may allow some property speculation in the meantime.

A resident required clarification of the issues relating to access across the Village Green to his property. The Council confirmed that this access has been used for a period of more that 20years and, as owners of the Green, will support this fact. The extent of the Green is being investigated with a view to formally registering this land at Land Registry.

Update on High Speed 2

In July Lord Mawhinney produced a report on “High Speed Rail access to Heathrow Airport”. The report recommended to government a “minimum cost” approach which, if agreed to, would mean no link to Heathrow and a terminus at Old Oak Common in west London rather than at Euston in central London.

The District Council will be hosting a further “summit” on this matter in October. As with the earlier summit of a couple of months ago those attending are likely to include representatives from a wide range of Buckinghamshire organisations and societies, local councils, MPs and other interested individuals.

Public consultation on the “route 3” option (which runs to the west of Amersham, Wendover, Aylesbury and Waddesdon) is due to take place in the new year.

a) 98 Bridge Cottage, Vicarage Road, Marsworth – the resident requested confirmation from the Parish Council that there is a right of access across the Green and that the front garden is part of the property. The Council will seek advice but have no problem in accepting this as the case.
b) Allotments – enquiries are ongoing and an additional site was suggested.
c) Marsworth Yard – the plans for the site have been received which include slight changes from the previous presentation. Following discussions, two major objections still exist:-
• Traffic – The Council remains of the belief that the actual increase in traffic levels from the site will significantly exceed historic levels, in spite of the applicant’s theoretical arguments, and that this will endanger Recreation Ground users, primarily children, and also adversely impact local residents. Whilst it is suggested in the BWB/H2O report that traffic may be restricted at the outlet to turn only into Church Lane this would still effectively force all vehicles on to a narrow route with no footpath.
• Design – the development is in the Conservation Area and adjacent to a listed site and the Council believes that the design is incongruous and also that the zinc roofing material and urban/industrial style is inappropriate in this location.
• The Parish Council will frame an objection to the application based on these points.

• Retrospective planning permission – penalties of up to £20,000 can be applied and the powers of District Councils have been strengthen to deal with this issue.
• Canalboat Moorings attract Band A Council Tax if the boat is the principal residence, and this is immediate, not as previously believed applicable after 9 months.
• He has been advised that only 1 Marsworth boat’s residents were paying Council Tax at present.

1. Adoption of Agenda – the following additional items were discussed
· A request has been received from a resident to place a skip on the Green while building work is being carried out. The Council agreed to this providing all regulations relating to the placing of skips in public areas is adhered to. Any damage to the surface must be reinstated and the skip removed when the work is completed.

· Additional financial matters will be discussed under finance

3. Minutes of Parish Council Meeting held on 12th April 2010 – have been circulated, were approved and signed as a true record.

4. Public Participation – a resident of Lower Icknield Way expressed concerns about the speed humps through the village with a view that they could be replaced by a more effective and quieter method of traffic control e.g. camera, mobile speed sign, vehicle activated sign. At present, lorries ignore the humps and continue to travel at speed causing a “small explosion” of noise as they pass over the humps. The humps are currently poorly maintained and cause damage to vehicles that have to traverse the humps on a regular basis. Councillors agreed to consider this option and will inform Transport for Buckinghamshire of the concerns.

5. Matters Arising
a) GKA – representatives from the British Waterways consultation team informed the meeting on revised development proposals for Marsworth Wharf although a new application has not been submitted. 115 people attended the public exhibitions and the retention of the Carpenters workshop in the current design was welcomed. However, the proposed plan contains, in the Council’s opinion, too many houses and would generate too much traffic for the surrounding roads. The zinc roofing material has been retained and the dwellings clad in black stained larch with white brick. There will be no windows at the rear of the properties that back onto Watery Lane. A suggestion to build fewer more expensive properties was not welcomed by the developers, as these dwellings would be difficult to market.
The Chairman thanked the visitor for attending the meeting and the representatives from BW then left the meeting.
b) Allotments – discussions are ongoing with a local landowner.
c) Transport for Buckinghamshire – no response to previous correspondence has been received. The Council was informed that Vicarage Road, Lower End and Long Marston Road would be closed on 29th June 2010 from its junction with B489 Lower Icknield Way continuing to Gubblecote.

e) Local Area Forum – Cllr Brown reported on meeting held on 29th April 2010 in Edlesborough Village Hall. * HS2 London-Birmingham - a suggested route through Tring to Cheddington was discussed as the track would pass through this Parish. Both AVDC and BCC have issued statements although there has been no public consultation as yet. The possibility of setting up a Hardship Fund for those directly affected by the uncertainty has been discussed at District/County level. The issue will be raised at the LAF meeting on 29th April with the emphasis that consultation is vital.
* Ward Walk - an officer from AVDC has been taken around the parish to view areas of concern including Marsworth Airfield (enforcement issues), the former Fencrete Site (transport concerns) and the possible route of HS2.
* Marsworth Wharf - discussions between AVDC Planning Officers and British Waterways are ongoing.

Marsworth Wharf - The Council was informed that a special group has been formed with particular interest in the development of the former Fencrete site to be known as the Marsworth Junction Interest Group. It was explained that the Council is a statutory consultee on all planning applications and has always tried to be robust and fair in making decisions relating to the Parish. The Council must represent the views of the whole Parish not just a minority group. In order to fully understand the views of all interested parties, the Council have been approached by GKA, a company involved in public consultation and appointed by BW, to take this matter forward. A meeting has been arranged for 11th March 2010 and a full report will be given at the next PC meeting (12th April 2010).
Bridge Cottage - a resident informed the Council that an issue has arisen relating to a fence in front of the property which may need to be dealt with by a solicitor
Stable Cottage - advance notice was given of a Footpath diversion

5. Public Participation
a) Newsletter – it was reported that improvements to the publication of the Village Newsletter have been suggested. The Newsletter was originally a Church letter but has gradually become an important medium of communication for all organisations involved in the village. The Parish Council has given financial support over many years. Currently, the Parish Council donation, advertising and payment for placing articles covers costs but more efficient means of production have been suggested. It was decided to ask the managers of the Village Newsletter to make a public presentation at the Parish Meeting on 20th April 2010.
b) Marsworth Wharf – the public were informed that the planning application for 14 dwellings had been withdrawn. The Parish Council hopes for early consultation with British Waterways before the next application is submitted. Councillors stressed that the views of local residents are important to the Parish Council in making informed opinions and decisions on behalf of the Village. A letter will be sent to Transport for Buckinghamshire registering concerns about their response to the original planning application.
c) Marsworth Airfield – concerns were raised about the current application for Units 13,14 and 15. Community Leaders Fund

Despite budget stringencies, the individual budget given to County Councillors to help local projects is still available. So far this year I have been able to support the new chair lift in Ivinghoe Town Hall, which they need to comply with the disability discrimination act, and a secure storage facility for Cheddington Scouts. There is still about £1000 in the kitty and I would welcome any enquiries.

Scrutiny - holding the council to account.

Did you know that there are select committees in  local councils keeping the council cabinet to account, in the same way as select committees in parliament examine what the government is doing? In Bucks County Council scrutiny is no longer carried out by topic based committees, but by all councillors who are not cabinet members, working in small groups, co-ordinated by a Commissioning Committee of which I am a member and each meeting of the  Commission has time set aside for members of the public to make their comments on matters on the agenda. http://www.buckscc.gov.uk/moderngov/mgCommitteeDetails.aspx?ID=656 

This year as well as the annual 'examination of the budget in public' where each cabinet member is asked to explain their budget priorities and any proposed changes, cuts and savings, there is a very heavy work programme. Both the new style contracts entered in to by the Council for Highways and Home to School Transport are going to be scrutinised to see if they have delivered the services as specified and made the efficiencies they contracted to do. Members will have a lot of questions about this, reflecting public concern. Other topics to be looked at include how the Council carries out consultations with the public, which I am leading, safeguarding children and vulnerable people while being transported by the council, climate change and sustainability, rural isolation, tackling disadvantage and inequalities, procuring goods and services, the proposed transfer of Country Parks to a Trust.  AVDC carries out a wide range of scrutiny likewise, but by separate committees.

The County Council is also responsible for scrutinising local Health Services with the Overview and Scrutiny Committee for Public Health.

Indeed, it is hard to feel motivated when we can see much bigger consumption and waste all around us - for example a recent survey showed that public buildings particularly hospitals are the worst for energy efficiency resulting in a great deal of public money being wasted by preventable heat loss - so in November I took the message to the Council in a motion to AVDC to sign up to 10:10. Although they claimed I was pushing at an open door, as AVDC has taken it's carbon reduction responsibilities very seriously, I wanted a public debate and to see the 10:10 commitment on the record and it turns out they are only committing to a 3% reduction in the event.

It has been even harder with Bucks County Council where I also tackled the Deputy Leader's presentation of his State of the Environment Annual Report in Council.  Unlike AVDC, Bucks CC remain one of the few outstanding local authorities yet to make the commitment to 10:10. They say this is because they know it isn't possible to do. They have a very committed sustainability team, who just aren't supported and championed enough by the politicians to achieve the savings of both cash and carbon dioxide they could and should. In fact they shamefully won’t commit to anything at all.

The real reason behind the lack of commitment from public services such as health and local government is that despite fine words to the contrary, the government has ignored climate change and its consequences, has not made carbon reductions in the public sector a priority, nor given incentives for both public and private to improve their performance.  2 jags Prestcott just about sums up their attitude.

5. Public Participation
Jeff Whyatt, British Waterway Manager (South East) and Aiden Johnson-Hugill, Development Manager (South) attended the meeting to discuss the plans for the former Fencrete site in Church Lane, Marsworth. Aiden Johnson-Yewell commenced by outlining the background information required to develop the site. A heritage assessment was carried out and other uses considered. However, the residential option was preferred as the most financially viable. British Waterways have an ongoing dialogue with AVDC and a development of 14 dwellings in three blocks facing the canal is the current application. A competition for architects was held to design the scheme.
British Waterways are aware that this location is an important node for boat users although the scheme does not include boaters’ facilities. Alternative provision will be made in the area but the location is not known at present.
The following 3 factors were taken into account when the decision was made to re-develop the site: -
1) Heritage – this is a subjective issue. After taking advice from professionals, it was decided that none of the buildings on the site are worthy of saving.
2) Traffic Impact – it has been calculated that the current proposal would reduce traffic levels by a third compared to the levels experienced during Fencrete`s occupation of the site
3) Density – developers are required to meet government directives of 30 dwellings per hectare on a brownfield site. No social housing has been included, as no need has been identified.
Aiden Johnson-Hewell explained that planning officers encourage innovative and contemporary design in Conservation Areas. British Waterways have put considerable thought into the scheme that will, hopefully, find favour in the future.
A general discussion followed with the following points raised: -
Traffic – details of the traffic count were disputed by residents and much discussion on the impact of increased vehicles in Church Lane and Watery Lane took place. Residents were concerned that Transport for Buckinghamshire has no problems with the scheme. A new and independent traffic survey was suggested to inform all parties of the current situation.
Conservation and Character – the Carpenters Workshop retains its historical value and is important to the area. As this is a working boat yard, with facilities for boat users, residents believe this is a short-sighted decision with no alternatives being made available. British Waterways assured boat owners that there would be no reduction in service.
Parking – boat and canal users currently use the village roads for parking. It was hoped that the development would include space for canal users that would improve the quality of life for current residents. However, this was not the case and the impact on the village would be considerable.
Loss of employment –British Waterways assured the meeting that there would be no change to employment a result of this development
Construction – risks of traffic chaos and damage to bridges during building were highlighted. However, subject to viability, stock would be transported by Canal. Special provision will have to be made by AVDC for refuse collection. As no gas or oil is available on site, electric-heating systems would be installed. Utilities capacity surveys have been undertaken and there is sufficient capacity for the proposal.
Conservation Area – residents are of the opinion that money is driving the decision making process with no regard for the rural location or the waterways heritage. However, as this is a brownfield site, different criteria apply to existing buildings. The appearance of the dwellings was questioned but environmental factors had driven the design.
Other points raised included the relationship between AVDC and British Waterways, a pedestrian bridge to access the Recreation Ground from Church Lane and this being an urban development in a rural area due to being a brownfield site.

The Neighbourhood Watch Co-ordinator reported that contact has been made with the Inspector and dates are being set for a meeting before Christmas.

6. Matters Arising
a) Allotments – the Council was disappointed to be informed that the offer of land at Church Farm has been withdrawn from consideration. There are some other plots that will be considered. GM
b) War Memorial – no response has been received from the Oxford Diocese
c) BCC Emergency Response Planning – a draft plan was considered. Some alterations will be made before the document is forwarded to BCC Emergency Planning Team BK
d) Transport for Buckinghamshire – changes to bus services, amendments to bridge weight restrictions, Bucks Network Hierarchy – a reference document, railings at Startops End and the Local Transport Plan were discussed
e) AVDC Touring Arts and Holiday Activities Programme - Play around the Parishes and TUFFS provisional dates for Easter 2010 were discussed
f) British Waterways – the problems with parking in the village by boat owners has been reported although no solution is forthcoming at this time.

Standing Orders were suspended to allow members of the public the opportunity to discuss the planning application for Marsworth Wharf. The plans were available at the meeting although Councillors have not been given time to assess this large development in full. Plans are also available on the AVDC Website.
The Council was previously informed that the site would be developed and an initial meeting was held with the developers. However, it would appear that the Council’s original recommendations have not been met by the application. The following issues were raised: -
· Possible listing of building on site
· Increased traffic in Watery Lane and Church Lane
· Facility for water and sewage for use by boat owners not on plans
· Diversion of existing footpath
Individuals were informed that comments should be forwarded to AVDC with a copy to the Parish Council for information purposes. English Heritage will be informed that a planning application has been submitted to demolish the warehouse building.

8. AVDC Report – Cllr. C. Cashman
First may I offer my apologies for being unable to attend this meeting.

The Core Strategy 2006 – 2026.

The Core Strategy, which I have already referred to at previous Parish Council meetings, is the District Council’s proposals for housing, jobs and other development in the Vale over the next twenty years. The Strategy has now gone to the Government for examination by its Inspector who will, next year, make a decision as to it whether or not it is sound in relation to the statutory requirements. Most of the new housing development proposed over this period will be in the vicinity of Aylesbury and Milton Keynes. Smaller developments are proposed for Buckingham, Winslow, Haddenham and Wendover. Fourteen larger Vale villages such as Wing and Cheddington will share a total of four hundred new houses in the period up to 2026.

Community Buses

At last month’s meeting there was some discussion on the subject of Community Buses. These operate in addition to scheduled bus services and are a way of meeting the requirements of small numbers of people who may wish to travel to places not served by scheduled bus services. I have, in the meantime, spoken to Sally Hussey at Bucks Community Action on this matter. If Marsworth Parish Council wishes, she would be happy to come and talk about how Community Bus schemes can be set up and operated. There are also, I believe, plans to examine this issue at a future Local Area Forum.

A suggestion has been made to use the Recreation Ground for this purpose but Councillors did not favour this idea.

c) Local Area Forum, 2nd July 09 - Councillor Brown had attended this meeting on behalf of the council. He reported that issues of local interest were discussed including proposed changes to car park charges at Cheddington Station
d) HCC Consultation on creation of Bridleway - the proposed upgrade (to allow horses to be ridden from Wilstone to Marsworth) would require riders to cross Dixons Gap Bridge and it is hoped that a warning sign will be erected. Also, maintenance of the route will be the responsibility of Highways in order that access for walkers is not affected.

8. AVDC Report - Cllr. C. Cashman
The Core Strategy- Local Development Framework was recently published for comment.
As Parish Councillors will already be aware this publication sets out the overall strategy for development in Aylesbury Vale. It makes strategic allocations in the district, for major housing growth at Aylesbury and in the north east of the district adjacent to Milton Keynes, as well as key major employment areas. It sets out in broad terms the spatial strategy and apportionment of development for the rest of the district, but does not identify sites for this growth, which will be the subject of another policy document likely to be published in late 2010.
The Core Strategy has been published in order for comments to be made before it is submitted for independent examination. Comments will be considered alongside the published Core Strategy at the examination by an independent planning inspector appointed by the secretary of state.

a) Allotments - following the article in the Newsletter and contact with those residents who have expressed an interest in having an allotment, the Council agreed to research the possibility of a local landowner renting land to the Council for this purpose. An area of approximately 2acres is required with road frontage if possible. An Allotment Association would manage the land with the Parish Council acting as facilitator. Any landowner that would consider this arrangement should contact the Council.
The members of the public then left the meeting.

a) Railings @ Startops End - the replacement has still not taken place so contact will be made with Transport for Bucks to ensure that the matter is in hand
b) Local Area Forum - Councillor McDonough reported on meeting held on 20th May 09. It had been agreed to support the completion of a footpath from Cheddington to Cooks Wharf. The next meeting will be held on 2 July 09 in Cheddington RB
c) BCC Speed Limit Review - Councillor Brake reported on the area briefing held on 19th May 09. Discussion on the impact of the new government speeding policy took place. The meeting was informed that the 30mph restriction would be extended to Lower End and from Fencrete to Mill House in Watery Lane.

b) British Waterways - a letter expressing concerns about the proposed development of the former Fencrete Site has been sent to AVDC. Also, English Heritage require additional information about the office building before listed status can be considered RB
